Fraser & Winter Park Land Use Attorneys

JVAM’s Winter Park land use attorneys guide clients through the complex legal and regulatory framework that shapes development in Grand County’s growing resort communities. Whether you’re building a ski-in/ski-out lodge near the slopes, subdividing land in Fraser, or pursuing annexation for a hospitality project, our attorneys deliver practical legal solutions rooted in regional experience.

With offices serving Winter Park and Fraser, JVAM supports developers, landowners, and municipalities across Grand County—helping projects succeed in terrain that’s both physically and legally challenging.

Regional Fluency Meets Legal Strategy

From steep slope overlays to seasonal infrastructure concerns, development in the Fraser Valley comes with unique hurdles. Our team understands the priorities of local governments, planning departments, and stakeholder groups, and we help clients prepare strong applications, avoid delays, and navigate each phase of the public process.

We represent real estate developers, outdoor recreation businesses, municipal governments, and individual landowners throughout Winter Park, Fraser, Tabernash, Granby, and surrounding areas.

Land Use Services for Winter Park & Fraser

Our land use attorneys advise on development projects of all sizes—from infill parcels to expansive resort properties. Core services include:

Zoning Entitlements & Approvals

  • Site plan and architectural review

  • Zoning compliance and variance requests

  • Special and conditional use permits

  • Rezoning and map changes

We help clients navigate both town-level requirements in Winter Park and Fraser and county-wide development codes, ensuring projects comply with local goals and infrastructure capacity.

Subdivision & Platting

  • Major and minor subdivision filings

  • Lot line adjustments and consolidations

  • Utility access and infrastructure planning

  • Plat preparation and public hearing support

Subdivision in mountain environments requires careful legal and logistical coordination. JVAM provides both.

Annexation & Development Agreements

  • Annexation feasibility and negotiation

  • Development and improvement agreements

  • Utility service and intergovernmental coordination

Annexation is a key tool for expanding town boundaries and bringing services to new development areas. We help clients structure agreements that meet both legal requirements and practical needs.

Water & Mineral Rights

  • Water rights due diligence and acquisition

  • Well permitting and augmentation plans

  • Ditch and easement access review

  • Mineral title research

In Grand County, water access can make or break a project. Our water law team works closely with clients to secure vital resources and maintain compliance.

Due Diligence & Risk Review

  • Title, easement, and encumbrance analysis

  • Environmental and slope constraint assessment

  • Comprehensive plan and code alignment

We help clients assess feasibility before purchase, ensuring no surprises jeopardize the timeline—or the budget.

  • Public hearing representation

  • Planning commission and town board engagement

JVAM appears regularly before Winter Park’s and Fraser’s land use authorities and ensures clients are represented with clarity and credibility.
