Catherine Trotter is a Legal Assistant at JVAM, supporting the firm’s Winter Park / Fraser office with a focus on real estate, water, business, and local government matters. She joined JVAM following its merger with The Whitmer Law Firm, where she had worked since 2022 overseeing office management and legal operations for a small but active law practice.

In addition to her legal experience, Catherine brings a strong background in municipal planning. She served as the Town Planner for the Town of Fraser for over two decades (1995–1999; 2004–2022), where she led zoning, subdivision regulation, and land use administration for a growing resort community. Her comprehensive knowledge of land use planning, regulatory interpretation, and project management in dynamic environments adds unique depth to her legal support role.

Catherine’s combined experience in both law and planning makes her an invaluable resource for JVAM’s clients navigating regulatory, governmental, and transactional matters across Grand County and beyond.
